ANSWER:
I found out the permission I was missing! I simply needed to ignore availability restrictions. I searched for keyword "view" but never for keyword "ignore". It took me comparing the Teacher role to my Mentor role in two side-by-side windows, reading line-by-line, to find this permission. I love Moodle's modularity, but dang, some things are hard to find!
