"tried to fix" ... and what did you try?

"restored locally on my pc with xampp" ... not same *shared* environment  ... so my conclusion, not same and proves nothing.  xampp not CentOS either thus not really a comparison!   Now replicate all of those moodles on your xampp environment then it would be closer to server ... would it not?

First time you mentioned that, but ... your cPanel info shared showed only 2 domains, did it not?  

Now we are looking at the total resources needed to run multiple moodles on/in same *shared* environment.   All of those sites cron jobs running the recommended once per minute.   And the DB server (localhost) that host the DB's for all moodles is handling all of them.   That would equate to more resources of the single server for each of those DB's.   Thus MySQL Tuner would be of more importance IMHO.

Plus, if each of those configured the same, the php-fpm piece ... has separate configuration ... have you compared all those?
