That is not necessarily true. It depends how the file is used by the plugin including the file area. It could be a question id or book page id for example. The first number after the root may be easier to use. It is the context id where the file is stored. In the case of activities this would normally be the module context. The associated instance id can be obtained from it in the context table.

I read this through a couple of times and he doesn't mention files... unless I'm missing the OP's point (which is entirely possible)?
Files are a whole different story.
