i looked on role definition and permissions and find out that none of the roles of the system has permission to see notifications on quizes, i activated them but it still doesn't send any notifications to anyone.

Same here with Moodle 4.04 Upgrade. Students received Submission Confirmations consistently in 3.11, but no Notifications received at all in 4.04.

I managed to get it to work mymoodle.com/admin/message.php, it opens a menu where you can configure notifications for all users on the site, there are three options(web, email and mobile) which send notifications to user by different manners, it solved the problem for me.
