Currently, the only way to get this to work, is quite close to how you describe the design:

Criteria 1 max points 60
Criteria 2 max points 30
Criteria 3 max points 10

Sum of points is 100, so the grade will be calculated towards 100 points.

In all honesty, that's also how the rubric would work when working with weighted criteria. A 'regular' criteria would be graded 0, 1, 2, 3; a medium one 0, 2, 4, 6; a significant one 0, 4, 8, 12 points. There's no other way to set a weight at the level of a criteria.
