I have this parameter set to open in php.ini and if I run phpinfo in the root of my website it shows as on. If I go to the phpinfo section of Moodle in the admin section allow_url_fopen is set to off. Cornfused.
You can delete this am going to investigate this as a server issue further as it doesn't seem to be a Moodle thing as I thought perhaps moodle was configuring something at the application level.
