We have moved from a hosted Moodle which was integrated with our SIS to a Moodle we are hosting that is not integrated with our SIS. I have a teacher who has added over 100 assignments per her coruse and many are just one point.  She needs her Moodle gradebook to show a percentage for all grades equal to 100% for those grades submitted, not a simple aggregation of the grades provided, such as 10 points for 10 assignments worth 1 point each would equal 100%.  If all assignments are provided, the grade would be 100%, if only 9 were submitted, the course grade would be 90%, etc.  How can this be accomplished?

You can change how grades are aggregated to a course score in the gradebook setup.
When you go into gradebook setup, the top folder represents the aggregation for the course, and you can edit the settings there.
Simple weighted mean is fine if the assignments count towards the final grade in proportion to the number of marks they represent, but otherwise weighted mean allows setting a weighting for each assignment.
You can exclude or include empty grades.

Then you want to set the maximum grade for the course to be 100 points, and whatever the number of assignments, the grades will be scaled. Or you can set it to anything, and choose to display it as a percentage for the same effect.

It's also possible to group grades into categories with different aggregates, and then base the course score on a weighting of the category scores.

Moodle's gradebook setup has a lot of functionality, so you can generally accomplish whatever you want, but it can be quite fiddly.
