Allocated tutors to manually grade quizzes

Hey everyone, I hope you can help with this query. 

I've got 4 quizzes in a course where the majority of the questions are manually graded. At the moment, there will be one tutor grading these questions so I have set an email to notify her when an attempt is made. 

When I have more than one tutor grading these questions, how can I allocate quiz attempts to the tutors? I don't want more than one tutor trying to mark the same quiz at the same time.  

Ideally, I'd like quiz attempts to be distributed evenly, e.g. to Tutor A then Tutor B then Tutor A etc. But I don't think that willl be possible. 

Is it a case of enrolling students into groups and having one tutor per group? 

Any suggestions very welcome.

In quizzes it's not possible to assign submissions to grades like you can in assignments. There's no advanced grading workflow available, though that would be an excellent feature to add IMHO.

What you can do, is the following:
Divide the students taking the quizzes into groups and add a tutor to each group. If the tutor role is based on the non-editing teacher role (or has the permission moodle/site:accessallgroups NOT SET), they can only grade attempts of their own group's students.
