There can be many reasons for this and unfortunately they are not always obvious.
Take a look at the README.md file included with the plugin. There is a section on troubleshooting SMTP issues. You can also find a link to it called "More documentation on this plugin" on the eMailTest plugin's page on Moodle.org.
If I had to take guess, your SMTP server might not be configured correctly to forward emails received from your Moodle site. For more information on resolving this, check the documentation for your SMTP server or contact your email SMTP service provider.
