Unable to upload over 500K

I have just installed Moodle in a testing environment and the only thing so far that I am having trouble with is the upload barrier of 500K.  I cannot seem to upload anything over this limit.

I have updated my PHP and Apache to reflect a 50MB upper limit and it reflects in the settings of moodle, but still when I try to upload anything over 500K I just get a blank page and nothing more happens.

I have to restore the course content of our test course which is about 1.5MB (I was unable to upload this under the default 2MB setting) and the course will just not upload. 

Is there anything anyone can suggest on why I might be having this trouble??

Crazy thought, but what kind of connection do you have to your Moodle server?

Could this be some kind of issue with your network connection?

It's a good question, right now the testing server is sitting right next to me with a 100MB connection to the network.  I can upload the file easily using pscp (I even tried a 40MB file which uploaded with no problems) 

I just can't seem to do so through the Moodle Web Interface.
