I am trying to add courses to specific user by calling enrol_manual_enrol_users
I am using proper user id / course id / role id (Student).
I am getting "Manual enrolment plugin instance doesn't exist or is disabled for the course", though
Manual Enrolment is enabled.
I am using moodle 4.x.
