BBB plugin is part of the moodle core since Moodle 4.0 (cfr. https://docs.moodle.org/400/en/BigBlueButton) and forward. If you're going to check with lower releases that 4.x (you wrote about 3.9/3.10/3.11/3.4) BBB is a plugin, so it's crucial to know which release of the plugin you installed (2.2/2.4.x or 3.0.x ?) .
Beware that upgrading Moodle does not upgrade the plugin. Actually, I'm using without problems the bigbluebuttonbn v2.4.7 as it's enough for me.
