Adding Terms and Conditions to Moodle

I'm creating a Moodle site for a client and they have asked that a Terms and Conditions page be added that participants must agree to before accessing the site. 

I'm currently going through the policies section of the site administration and set the site policy handler to Policies (tool_policies), however I am unable to make accepting the policies a requirement on the policies page. Any advise on how to enable a mandatory acceptance of the terms and conditions set by the client would be appreciated.

Have you added a Policy from Site administration > Users > Manage policies? Because there is a checkbox "Agreement optional". It should stay as No, so that users are required to agree to the policy.

Hello Mary, 

Thanks for your response. Yes, I did follow that pathway you provided and these are my setting:

Type = Site policy

User consent = All users

Show policy before showing other policies = No

Agreement Optional = No

At most, I can get the policy to display but there is not an option to accept or decline the policy. Could this be an issue of using an older version? or because the site is not published yet?

Did you find a solution to this? We've struggled for years to find a good way of doing this. We ended up making a quiz which unlocked the rest of the activities once it was answered "correctly". But Ideally it wouldn't say "Quiz" at the top. So your idea is much more logical if it works.
