I have a program where we are offering 'resubscription' access. As part of this extended access we would like this small group to have read only access to the forums - is this possible?

Have you considered creating a new role? Give them all the required permissions and capabilities, but changing the capabilities in regard to forums. One way, but not necessarily the best way.
