You can customise the css to a certain degree but if you need a fully branded app, you need to go through a Moodle Partner.

Hello Jon
Does that mean no body can customize his own branded app and publish it on google store without moodle partner?! Suppose that I have my own developers do I need a moodle partner to customize my fully branded app?

You can do it yourself. All the App code is open source. But, there are a lot of steps you have to work out if you want to do that (e.g. setting up the server to get notifications working). You get a lot by paying for the branded app. It is a good deal.
