Change the Text located at /login/index.php

Hello Everyone:

Can someone tell me how can I change the text in login/index.php? 

I have the v 3.9 of Moodle installed, however, I cannot locate the "instructions" text anywhere.  I am using the "Email Authentication" format. 

Any help will be most appreciated!

I followed the following discussion but no result. Can anyone please help.
