Comment: MySQL isn't native to your platform. And I didn't think WAMP to be a very good choice for what moodle is ... a web server app ... Apache ... not native to Windows, MySQL ... not native to Windows ... PHP a scripting language that does have some special considerations on the Windows platform.

If you had a Linux platform, I'd recommend downloading and running MySQL Tuner (a Perl script ... again Perl not native to Windows) ... to see other MySQL settings that might be need in tweaking.   But ... alas ... Windows. :|

I don't know if you've noticed but most docs on Moodle refer to Linux ... and Ubuntu in particular.   Gotta be a reason for that! smile  But to each their own.
