I feel I now understand your question but I suspect the answer is that it cannot be done. I created and maintain a question type (Gapfill) that was inspired by (the difficulty) of Cloze. I added per gap feedback but it is two options one for a correct and one for an incorrect response. There is no options for any response. I mention this because I would have been looking at the possibilities when I created it and your requirement did not occur to me. I hope I am incorrect.
It would be possible to add the general feedback to all correct and all incorrect feedback.
