We just found that in Moodle 3.11, as part of their UX changes, they hid the display of the open/close date in the quiz view.php page (because now, in the standard Moodle theme, that information is now displayed by another bit of the code. MDL-71163)
(Yet another reason why you should think very, very carefully before making too many customisations to your theme.)
