I have grown weary trying to find a simple yes or no answer on this. Can a teacher print all the course certificates (the actual certificate) for a particular course?

Which module are you using?
If Custom certificate, then no. See the discussion about that here in the Certificates forum: https://moodle.org/mod/forum/discuss.php?d=428452 and the link there to the Git hub discussion.
If Simple certificate, then yes. It is on the Bulk operations tab.
If the old Certificate module, then yes, there was another plugin to help do that task. However, this module has not been updated since Moodle 3.3, so no one should be using it any longer.

Thank you for your reply. We are using Course certificate 3.11.2 (mod_coursecertificate). I do not believe this is Custom certificate. Where is the Bulk operations tab for Simple certificate?

The new course certificate is the port from the similar tool in Moodle Workplace. It has no bulk download as explained in the comments by Emilio here: https://moodle.org/plugins/mod_coursecertificate.
The bulk download for the Simple Certificate module is right on the screen the moment you click (as Teacher, Manager or Admin) on the certificate link. You can download all the certificates in one zip file or download them all combined into one single PDF file.
