Our site is currently down and we are not sure if this one has to do with config.php or the sudden change of URL.

Can't go through cpanel either.

App versions:

PHP 7.3.7 
MySql Ver 8.0.16
Moodle 3.7.1 (Build: 20190708)


Let me know if i have to post config.php settings here. thanks

What does 'the sudden change of URL' mean?

Did your servers fully qualfied domain name change?   IF so, then yes ... there is a line in config.php that restricts access to your site by the URL seen in config.php

However, if one can't get to cPanel also ... ????

You might need to contact hosting provider help desk/support concerning the latter.
