i figured out how to active it, the problem is run cron job. we can try -> in [Site administration / Secutity / Site security settings] --> first i unchecked [Cron execution via command line only] --> next: at [Cron password for remote access] i set a cron password for remote access
--> next: you can see a ULR below it like " https:///admin/cron.php?password=" and you will use it to run cron job via "easycron.com", you can read here to know how to use:"https://www.easycron.com/cron-job-tutorials/how-to-set-up-cron-job-for-moodle", Now my notification bell is working when someone post on my forum bell notification will show, thank alot
