On behalf of an institution (using Moodle 3.10.6) who are reviewing and testing various site-wide notifications and permissions, I am currently attempting to understand and provide an answer to them on what the 'Comment on a user competency' (moodle/competency:usercompetencycomment) role capability permission actually relates to within the user interface.
When editing a role's permissions, it is grouped under the "User" context. According to this resource it is defaulted to only be enabled for the Manager role archetype. I would presume then that whatever this "comment" function is, it would be accessible at a system or category level. When setting up the competency framework, adding the competencies to said framework, editing either, applying a specific competency to a course etc. I cannot find anywhere that gives you the option to comment on it.
If you attach the competency to a learning plan and apply that plan to a user, you can comment on the plan when viewing a user's profile. This seems to be the only place I have seen (beyond rating an activity for competency) that you can comment on anything related to a competency:
This doesn't seem like the function that competency comment permission relates to. This comment function within the user profile has its own role capability permission Comment on a learning plan moodle/competency:plancomment.
I would normally be viewing in the Boost theme but switched to Classic just to ensure nothing funky was going on visibility wise (spurred on by the issues viewing admin options to add Comptencies/Learning Plans at a category level mentioned in https://tracker.moodle.org/browse/MDL-64795). Just thought i'd mention that.
Not sure if it is a lack of clarity around the description of this permission or just user error/oversight/inexperience (take your pick) but any help with this would be amazing!
