I feel that this is a borderline bug, as if you read the report option exactly as stated it's "correct" but it seems at odds with other areas of Moodle.
If you create a quiz with restrict access conditions on it (say must be in "Group A"), the attempts report page option "Attempts from" gives 4 options:
- Enrolled users who have attempted the quiz
- Enrolled users who have not attempted the quiz
- Enrolled users who have or have not attempted the quiz
- All users who have attempted the quiz
I feel that the "Enrolled users" is at odds with other Moodle modules.
For instance, in the Assignment module, if a restrict access is set, then within the scope of the module only the students that satisfy the restrict access are the constituent audience, and if a user does not satisfy it they are not displayed at all.
Whereas the Quiz module if you select this option, it will display all of the students in the class who have not submitted, as opposed to the students in "Group A" who have not submitted (but read this as it should be "all students who satisfy the restrict access conditions who have not submitted")
Interestingly if you also enable separate groups and set it up with a grouping, you get the Group selector, and if you select a specific group it will display the students from the specific group that have not submitted, but if you set it to All Participants, then you get all the students from the class, not the students from within the Groups in the Grouping.
So strictly speaking it is doing what it says, but it doesn't seem consistent with what (I think) is meant once you take into account Restrict Access: "enrolled users" should become "users who can access the quiz".
