moodle 3.5: overview block : why 100 % completed courses are shown in "in progress tab"

As per moodle doc 3.5 the 100% completed courses should be shown in "past" tab. But even after running the below cron jobs successfully , the 100% completed courses are displayed in "in progress" tab. Is this expected?

- Completion mark as started

- Calculate regular completion data

Actually, the documentation says (my emphasis added):

"For courses to appear in the 'In Progress' section, they must be not yet completed and the current date must be after the course start date. [AND] The current date must be before the end date, or there is no end date."

Course completion is only one of the criteria used to determine the tab, the various dates are the others.
