Hello

This is not the answer to the issue but saved the risk of not having a course backup.

After 4 weeks of struggling with this issue I did the following:

I had the same issue and I had to:
download every single H5P ,
then delete them from the course,
then backup the course
after that restore to another moodle older version (3.9)
insert the h5p again then backup on the 3.9 moodle
download the backup file
and upload this backup to my moodle 3.11

I know it was a panic move but it worked.
