I am developing an assignment submission type plugin and I need to use repeat_elements in get_settings function. But I getting error Exception - Call to undefined method MoodleQuickForm::repeat_elements().
Is there a way to use repeat_elements in QuickForm without rewriting the MoodleQuickForm class?

Rewrite MoodleQuickForm class??? No, I don't think you need to. Anyways, the function repeat_elements() is available in a class extending the moodleform class. See http://xref-diff.mukudu-dev.net/moodle39/lib/formslib.php.source.html#l127
