Default sorting of students in an assignment

Default sorting of students in an assignment

Does anyone know where to change the default sorting in an assignment after clicking on View All Submissions. We would like to have it by default so that students are listed by Last Name. Setting it manually seems to only apply it for that particular assignment. 

FYI, we are on Moodle 3.11.

I wonder if this is connected to "Site Admin - Users - Permissions - User Policies". The Full name format might be "language" or "firstname lastname" and therefore that's how it sorts by default throughout the site.
