That's quite a challenge to take up! The way you describe this use case, suggests relying heavily on state-of-the-art natural language processing and machine learning, both of which aren't technologies currently part of Moodle.
That doesn't mean it can't be done with Moodle, because there are ways to use Quiz with immediate feedback at answer and question level and restrict access based on the quiz grade to offer additional exercises. This does, however, involve quite an investment in time and resources, as all of this has to be manually set up.
But that's just my 2 euro cents...
