Here the student has completed the Quiz Activity but is still not able to set Mark as done.
The attempt is a preview - not a "true" quiz attempt. Student's do not normally preview a quiz attempt. If this is the administrator/instructor looking at the quiz, they need to use a Student account to have a "true" quiz attempt.
