It is indeed closer, but the main drawback is in a very important factor: I want to generate discussion and conversation between the students, not just to allow critique. Forums allow two way talk, workshops allow for peer reviews.
But going with this idea, I guess another option would be to add "critique workshops" that allow for conversation and not just one review per classmate (or subset). I still think that it is easier with a different grouping option to the forums than this second approach, but am open to further suggestions going this route.
