Text editor not allowing links or recording

I have recently updated to Moodle 3.11. The text editor will not allow me to add links or do recordings. If I try to embed a video from the video icon it only has the option to upload files and not add URL's. 

Any suggestions on how I could troubleshoot this.

Which text editor are you using: ATTO or TinyMCE ?
