I agree that the distinction between graded / gradable activities vs non-graded / non-gradable activities is important.
I actually tend do think any ACTIVITY should be gradable in Moodle (if only for teachers to be able to reward students who simply have made contributions). Currently some activities are not graded at all (Wiki), while some others - where the type of action undertaken by students appears similar - do include the Rating option in the settings (Glossary, Database), with Forum now featuring both (overall) Grade and Ratings.
I think Choice, Feedback and Survey might have a Grade section and/or an automatic submission grade option (as in the Questionnaire plugin).
