Thanks a lot for looking in to this. I had the bad feeling that this is another case of
Moodle Docs being left to "organic growth".
I went through the three documents (if one counts /en/XX/ as one) again and fundamentally agree on your stand. To be specific:
1. Site administration > Development > Make test course
Yes, this is independent of JMeter. Therefore the right document is
https://docs.moodle.org/en/Test_course_generator.
I will _move_ the content of
https://docs.moodle.org/dev/JMeter#Make_test_course to
https://docs.moodle.org/en/Test_course_generator and will link
https://docs.moodle.org/dev/JMeter#Make_test_course to
https://docs.moodle.org/en/Test_course_generator.
2. Site administration > Development > Make JMeter test plan
Is the same as above. So I will _move_ the content of

The only useful content that remains in this page is
https://docs.moodle.org/dev/JMeter#Running_the_test_plan_on_JMeter. But there are two issues:
a) It is absolutely independent of the Moodle release. So need to keep it in the /dev/ docs.
b) Simpe "JMeter" is a bad name. (JMeter is just a noun, a name, doesn't say what it does.) I propose "Load testing Moodle with JMeter"
Do you agree? If OK, I will go ahead and do all three. Will need your help in item 3, I don't have the privileges on /dev/ docs to rename a page.
P.S. Since we are at this topic, could you have a look at this enquiry:
How are JMeter test courses and test plans are related? https://moodle.org/mod/forum/discuss.php?d=423923#p1707636. Now I know, those to are not directly related. Still the test course generator creates courses with (1, 100, 1 000, 10 000, 50 000, 100 000) users enrolled. The JMeter test plan generator generates plans for courses of (1, 30, 100, 1 000, 5 000, 10 000) users.
