In my 20 years of assessment, I've yet to see a generic rubric or scale that is of any meaningful use (i.e. valid & reliable). The research seems to indicate that the more specific we can make criteria, the more useful they tend to be. So yeah, it's little more than an example of how criteria look & function in Moodle.
