So, what this sounds like is the category no longer exists: it was deleted. But when the category was deleted, there was still one course in that category still in the Recycle bin for the category which was still waiting to be deleted. So now it is stuck: it can't delete the course because the category was deleted.
Moodle 3.2 is very old. There is a tracker specifically describing this issue: https://tracker.moodle.org/browse/MDL-57486 and it was fixed in Moodle 3.4 / 3.5.
