I have an interesting problem. I have 10 pdf documents / files and I want students to open 8 of them. Once they have then the next activity becomes available.
I can easily do this for them reading all of them but is it possible to do this as 80%?

This can be achieved in the activity restrictions setup. You can create a n number of combinations. See attached image for settings. Just use a few restriction groups of combinations and you should be able to get it set up.
It was just an idea, I have not done this in practise, but the idea is to create several completion sets. Each set can have a combination that can be done and then setting the criteria to have "ANY" of the sets can help.
It is difficult to explain this setup and I am sure it is not going to take just 2min to do, but if it is something you want, then it can possibly help.
If not, then use something like "Book" and then place the PDF's in it etc.
Apart from that, all Moodle can do is to see whether you have opened the PDF documents and not whether you have read them. Therefore there are two practical ways to go about it:
1) Don't restrict the follow-up activity.
2) Tell students to have a look at all PDFs but they need only study 8 out of 10.
But, if they absolutely need to do it, then I can't think of another way to do it.
Too early in the morning for maths so I'm not going that way.
You could just set up a quiz with 10 meaningful questions on the required reading, with a passing grade of 80/100. Then restrict access to the follow up activity based on the result / score the participant got in the quiz. If you set up the quiz to have unlimited attempts and provide meaningful feedback, this would turn into a really well designed formative series of tasks.

make 10 coins
put each 1 coin in a label
each label is restriced by view one of the pdf otherwise hidden ( for best results use another restriction to re hide the label after show it and get the coin , i made this before )
so when student collect 8 coins , give him access to what you need
