One can also choose more languages to install and show only a subset but be able to activate additional languages without having to do additional installs (particularly handy for remote administration).

On the other hand, it would be nice if we did not have to actually type the languages we choose but could pick them from a list of installed languages.

And I concur that Moodle could be smart enough to at least check whether the parent language is installed.
