How can I change date format at the site level not course or activity.

Since 2003, you can to use the Moodle language editor (Site Administration > Language > Language Customization) to customize the string formats in the core langconfig.php.

I've solved it by using purge, so all the cached language stings were purged. Now it's OK. Thanks again.
