Very strange - I created a new Moodle 3.8.3 site and it has the same issue. Something about creating a new site.
All Moodle test sites have a course created and users enrolled, and yet the drop down just says user, event and category
I have run cron on each new site, and have now run out of ideas as the calendar block has no settings and appearance calendar settings doesn't turn on or off course url imports
