Hello All, 

      I am facing a strange issue with uploading files in the assignment module, the files are uploaded and accessible from editing submission screen so I can download them from:

http://mymoodle/draftfile.php/5988/user/draft/963247664/ABC.zip

while if I tried to download it from Grading screen this is the URL of the file, the file is downloaded 0 size file:

http://mymoodle/pluginfile.php/11312/assignsubmission_file/submission_files/70/ABC.zip?forcedownload=1

Did you face any similar issues?

I am also getting the following error: Cannot read file 'ABC.zip'. Either the file does not exist or there is a permission problem.
The file is just uploaded and submitted and I also checked the permission of moodeldata folder and its owner id www-data:www-data, folders are files permissions are set as instruction in Moodle documentation
