Limiting videos viewing

I would like to add videos but I'd like to have these features:

1) Having videos available to people that have enrolled in a course. Some videos cannot be public by contract with the teachers. So this exclude YouTube.

2) Having video courses with these features:
- I can't go fast forward
- if I closed, it resumed from where it was interrupted
- at the end of the course it automatically completes the activity

I think I can get point 2 using SCORM, but I'd like to check if there is any alternative.

If the network levels differ by IP addresses, then you can use the Test type activity, where it is possible to restrict access depending on the IP address. And the video can be placed in the test question as a Description, which does not require an answer.
