Hi Dave,

You can change HTML editor order in "Site administration > Plugins > Text editors > Manage editors", and put Atto first.
But for existing users that have already make a choice (other than default), you'll have to make an update in the database if you want to change/delete the choices they made.

I'm not sure i well understand what you mean with "Moodle auto-format"?
