You are a lifesaver!
The thing I was missing was the hints--I couldn't figure out how to get them multiple tries. I just filled out the hints with "Try again" and they got the number of tries I wanted. This changes everything--it now behaves exactly like I'd hoped! I was able to give then no penalty with the set number of tries, and allow them to see the feedback before they were finished with the quiz.
