You are on Moodle 2.8?  That is extremely old...

Is your configurable reports plugin compatible with 2.8?  It seems to me that if you are on that recent of a config reports plugin and such an old version of Moodle, you are probably having incompatibility issues.

LOL i notice that hahaha I have moodle Moodle 2.8 (Build: 20141110) and configurable reports 2.3.7  my question is 1

How can  i upgrade the plugin to 2.3.9, just replace the folder an run the  notifications? or need to make another thing? because the system can't upgrade the plugin

You have to upgrade your core Moodle version AND the Configurable Reports plugin. You can't run the latest version of Configurable Reports on Moodle 2.8.
And you can't upgrade Configurable Reports without upgrading Moodle.
