Just jumping on board here... to get this clear:
You have a cohort of staff members in your Moodle instance
All of these staff members need to be enrolled as teachers through a cohort sync enrolment in each course
You've tried to create cohort sync enrolment in one or more courses (set up to synchronize the Staff member cohort with the course in the role Teacher) ==> did that work, or not?
Just as Paul suggests, enrolling users into a course is a course-context operation, not a user-context role assignment operation.
If adding the Staff member cohort sync enrolment to all of your courses takes too much time, you may want to have a look at this plugin, which allows you to bulk upload these enrolment methods: https://moodle.org/plugins/tool_uploadenrolmentmethods
