When adding a text editor to a form, the developer can choose whether or not that text area supports embedded files. Sometimes it is not appropriate to support files, it also requires a lot more code to be written (to transfer the files in and out of the form, to serve the files to the end user, to manage the backup and restore of those files, etc).

At a guess, the editor in the essay question type does not support embedded files and the recordrtc button is only available in forms where embedded files are supported (because it needs to store the recording within the editor).

Hello Michal (and Davo) To see the record button in the Essay quiz question the teacher needs to specify in the Response format when setting up the quiz  "HTML editor with file picker'" as mentioned in the documentation Essay question type.
