Assuming that I put 10 questions in the question bank and set up a quiz with only one question for 10 students, is it true that each student will receive a different question? Or can it be repeated even if there are enough questions in the bank?

Not true. Each student's question is picked independenty.
(It is true that, if one student makes 10 attempts, then will see all 10 questions. Then on their 11th attempt, the will see a question they have already seen.)
