The language pack is configured to use ar.UTF-8 since last week. I don't think that exists, since it doesn't contain a country part.
I changed it to ar_SA.utf8 which can probably be installed on most Linux servers and should be fine on the Moodle.org sites too (see https://docs.moodle.org/dev/List_of_locales_supported_on_Moodle_community_servers).
Update your language packs in 30 mins after this post and it should be fine.
