Actually, "_blank" is not an option in Moodle, but "New window" is.
I am not the most technical person about the subtle differences between _blank and New window. Moodle only allows New window, which might be good enough. However, web editors, like Dreamweaver, allow both. For many years, I was using "New window" in Dreamweaver, but then ran into problems and switched my URLs to _blank. I can't remember why.
